"Seems easy" in what way? For what platform? Windows?

You are talking about something that will take over any graphics output (the current display?) and apply shaders to it?

I wouldn't say it is easy. AFAIK you can apply such things without the underlying software knowing about it only if the graphics driver allows you to.

This does seem like it would be more involved but has anyone found any solution? I’ve seen ability to add it on the mods for old consoles. Would be awesome on be computer.

Would be nice if nVidia and AMD would incorporate this in their cards. Would be a selling point for me if it was only available on certain cards!

Are you trying to add scanlines to your emulators that don't have scanline support? If so, and if you use rocketlauncher, you can add scanlines to any of the systems that support bezels. It basically adds a transparent png file with scanlines over top of the emulator window.

I was about to say that this is far from easy, but if all you're after is the "effect" this is actually a pretty clever solution.
